I’m not an expert on the protocols of where to and where not to swim, but I think the person walking with the signs over his shoulder is about to mark the limits of the area that is patrolled by surf life-guards.

    Red and yellow flags usually mark the patrolled are. A sign is more likely to inform about the penalties for swimming outside the area or for riding boards within the area.
